The method involves characterizing signal characteristics e.g. transmission power, and a set of modulation procedures assigned to radio links by a set of parameters. The modulation procedure and/or the signal characteristics are changeable during operation. Another set of modulation procedures with another set of parameters is included in addition to the former set of modulation procedures with the former set of parameters, during planning of the radio links. An independent claim is also included for a device for executing a method for planning a radio link.
