A regulator of IL-23 is provided, which is based on a splice variant of the p19 subunit of IL-23. The invention comprises the regulator and substance, which influences the stimulating activity of the regulator, as active agents for the treatment of diseases, which are preferably connected with a disturbance of IL-23 activity.
