Attached to a roller (3), a moving knife (5) is slanted at a first angle regarding a central swivel pin (4). Fitted in a position near the roller, a fixed knife (6) works together the moving knife by sliding over it so as to apply a gradual cut like scissors to a strip (2) fed between the two knives. In respect of the central swivel pin, the fixed knife is slanted at a second angle equal to the first but opposed to it so as to be slanted in respect of the moving knife.
