METHOD AND SYSTEM FOR DETECTING DATA CONGESTION AND APPLYING A CELL RESELECTION OFFSET

A method for detecting data congestion as applying a cell reselection offset and a system are provided to enable a mobile device to monitor messages transmitted from a base station in order to evaluate a level of cell congestion, thereby perceiving congestion by using the monitored information. Messages transmitted to a random mobile device within a cell are monitored. Congestion penalty is evaluated on the basis of the monitored messages(300-320). The congestion penalty is allocated to the cell. The congestion penalty is applied to signal strength of the cell so as to generate a selection value(330). Cell reselection is carried out by using the selection value(350-370).
