A cooling and heating device for a vehicle is provided to raise the cooling and heating efficiency and power efficiency by circulating internal air. A cooling and heating device for a vehicle comprises a body, a cover(120) and a heat exchange unit(150). The body comprises a receiving section(114), a protruding section(113) and a duct(111). The receiving section(114) has an opening at one side thereof and a receiving space. One side of the receiving section(114) protrudes inside the receiving section(114) to form the protruding section(113). The duct(111) discharges exchanged heat. The cover(120) rotates at the protruding section(113) to open or close the receiving section(114). The heat exchange unit(150) cools or heats the receiving section(114). A circulation fan(140) is installed at the protruding section(113) to circulate the internal air of the receiving section(114).
