<P>PROBLEM TO BE SOLVED: To provide a technology for solving matters caused by increases in the transmission rate at wireless communications. <P>SOLUTION: In wireless communication system 1 which adopts a time division multiple access system, a scheduler of a base station 2 determines allocation of a first and a second frames for a first data to be transmitted to a terminal 3 and a second data to be transmitted to the terminal 3 after the first data. A generating means generates a scheduling information for informing a timing when the second data should be transmitted to the terminal 3, based on the number of relative frames indicative of the relative number of the second frames to the first frames.
