An IPMP(Intellectual Property Management and Protection) device and a method thereof are provided to realize interoperability between two IPMP tools and permit a predetermined domain to use protected contents by interchanging information after the IPMP tool is checked, and managing the domain. A tool information detector(344) detects the information of a second tool by a request of a first tool. A location checker checks a location of the second tool based on the request of the first tool and the second tool information detected by the tool information detector. The first tool communicates with the tool information detector through a first IPMP interface for checking whether the second tool is found. The first tool communicates with the location checker through a second IPMP interface for checking the location of the second tool. The second IPMP interface enables the location checker to search a reference of an IPMP tool group related to a second tool or the reference of a single IPMP tool not included in the IPMP tool group.
