A resin film for a decorative film using thermoplastic elastomer and a manufacturing method thereof are provided to have excellent adhesive capacity and to have good flexibility at a low temperature. A resin film for a decorative film using thermoplastic elastomer is used as a base for a decorative plate, and contains thermoplastic elastomer resin. The thermoplastic elastomer resin is thermoplastic polyether-ester elastomer(TPE-E). The thermoplastic polyether-ester elastomer comprises a soft segment and a hard segment. The soft segment consists of dimethylterephthalate and poly(oxyalkylene glycol), and the hard segment consists of dimethylterephthalate and 1,4-butandiol. The thermoplastic elastomer resin is made in the form of a film by an injection, vacuum molding or calendering method.
