A river weir using an overturn type water gate is provided to open a water gate completely with no power by overturning a cutoff plate over the top of a base. A river weir using an overturn type water gate comprises a bottom plate(10) installed on the bottom of a river between banks, a weir(20) formed on the top of the bottom plate, a water gate(30) installed on the top of the bottom plate and composed of a base(31), a support(32) installed on two sides of the base and provided with a drainageway(33) to let river water flow and many guide grooves(34) and a cutoff plate(41) coupled to first and second guide grooves(35,36) of the support to cut off the drainageway formed between the supports, a water gate restoring unit installed to the inner top of the support to erect the overturned cutoff plate and composed of a motor, a drum coupled to a shaft for the motor and a connection member such as a wire rope rolled around the drum and coupled to an extension(45) of a first guide projection(44) inserted to the second guide groove, and a fishway composed of a fishway block installed via the weir formed in the center of a river and provided with a fastening projection to prevent the inflow of impurities and a channel to be a moving passage of fishes by flowing out the river water flew in inlets, many manholes formed on two sides of the channel to let fishes rest while going upstream and a cover coupled to the top of the fishway block to protect fishes moving upstream and downstream against the stream.
