The device has a reservoir (3b) provided with an active substance for application through micro needles (1a, 1b). The micro needles are arranged within a package (4a) forming the reservoir. The micro needles are applied on an active substance-permeable carrier (2). The active substance-permeable carrier runs through the reservoir and sub-divides it into a reservoir area with micro needles and another reservoir area without micro needles. The package is formed by a flexible foil. An independent claim is also included for a method of applying active substances by using a device with micro needles.
