<p><P>PROBLEM TO BE SOLVED: To provide a toner scatter prevention device that continuously exhibits the effect of preventing toner scatter and prevents degradation in image quality. <P>SOLUTION: The image forming apparatus includes: an exhaust means 72 for discharging air in a developing device 14 through an exhaust passage composed of tubes 71 and 73; a toner collecting means formed from, for example, a stretched porous PTFE and used to collect toner from air discharged from the discharging means; and a toner storage means 74 located upstream of the toner collecting means and storing the toner collected by the toner collecting means, without causing it to fall in the developing device 14.
