PROBLEM TO BE SOLVED: To prevent omission of parameter adjustment for preventing malfunction of a turbine bypass valve. SOLUTION: The system for controlling the turbine bypass valve comprises a steam generator for obtaining steam for driving a turbine, a bypass system for escaping the steam to a system different from a pipe through which the turbine driving steam passes, the bypass valve for bypassing the steam to the bypass system, a pressure transmitter for measuring the pressure of the turbine driving steam and outputting a pressure signal, a setting means for setting a previously planned pressure, a proportional integrator for calculating a turbine bypass valve command from a steam pressure deviation signal obtained based on the measured pressure signal and the planned pressure, a lowermost value setting means for restricting output of the proportional integrator, and an adjustment means for adjusting a proportional of the proportional integrator based on the lowermost value.
