With simpler facilities and procedures than those of the prior art, a surface treatment can be made on a part inside or the like while simplifying a grinding work. A first pressed dust electrode (31), which has its leading end portion tapered to become radially smaller toward itself, is attached to an electrode supporting cylinder (26), and can be revolved by a motor (27). The first pressed dust electrode (31) is positioned near a seat portion (8) of a nozzle body (1), and an electric discharge by a surface modifying discharge treatment method is generated between the seat portion (8) and the first pressed dust electrode (31), so that the seat portion (8) can have a cover film of a member transferred thereto and deposited thereon to form the first pressed dust electrode (31). Unlike the prior art, it is possible to dispense with a grinding treatment of the inside of the nozzle body (1) conforming to the external diameter of a nozzle needle (2).
