PROBLEM TO BE SOLVED: To disable an attitude of an intercepting rod 8 from being changed into an intercepting attitude from a receding one, in a state in which a console box 5 of a hydraulic excavator is turned into the attitude of being flipped up. SOLUTION: In the state in which the console box 5 is kept in the attitude of being flipped up, an operating member 24 is isolated from a lock fitting 16. Thus, a cam 21 is moved up by undergoing an urging force of a spring 23, and faces and abuts on a lock body 8c which is provided on the side of the intercepting rod 8.
