PROBLEM TO BE SOLVED: To effectively utilize a surplus yeast produced in a brewing process and reduce the wastewater load of a wastewater treatment apparatus and the wastewater treatment cost. SOLUTION: Fertilizer 8 having a high nutritional value is manufactured by mixing in a mixing process 5 a surplus yeast 3 of a slurry state produced in a fermentation tank 11 in a brewing process 1 of an alcoholic drink such as beer and a sparkling liquor, a storage tank 12, and a filter 13 and a surplus activated sludge 4 of a slurry state produced in a biotreatment water tank 21 in a wastewater treatment process 2, dehydrating the mixture by a press in a press/dehydration process 6, and drying in a drying process 7.
