PROBLEM TO BE SOLVED: To provide a method for producing modified water-absorbing resin excellent in production efficiency, absorbing capacity under pressure, absorbing rate, gel strength, liquid permeability, etc. SOLUTION: The invention relates to the method for producing the modified water-absorbing resin comprising a process (a) obtaining a water-absorbing resin composition comprising mixing a water-absorbing resin, water and a water soluble radical polymerization initiator without adding an ethylenic unsaturated monomer, (b) a process irradiating the water-absorbing resin composition obtained in the mixing process, with an active energy ray, wherein the mixing amount of the water in the mixing process (a) is 20-100 pts.wt. per 100 pts.wt. of the water-absorbing resin, and the surface water-absorbing rate in the water-absorbing resin composition in the irradiating process (b) at least any time in the process is regulated at less than 3.0 wt.%. per the 100 wt.%. of the water-absorbing resin.
