PROBLEM TO BE SOLVED: To provide technology for fixing a spacer on a substrate. SOLUTION: A method of manufacturing a spacer loading substrate comprises: discharging a first discharge liquid dispersed with spacers 14 on the substrate; discharging a second discharge liquid containing an adhesive on aggregates 22a and 22b of the spacers after drying it; and fixing the aggregates 22a and 22b of the spacers by resins of the adhesives 18a and 18b on the substrate. No clogging of a discharge hole occurs since a dispersion liquid of the spacer does not contain the adhesive; and the aggregates 22a and 22b of the spacers are surely stuck with the adhesives 18a and 18b in the second discharge liquid if an impact range of the second discharge liquid includes the impact range of the first discharge liquid.
