PROBLEM TO BE SOLVED: To provide a cutter for a toilet paper mounting apparatus where a cutter tip part having a hook-like projecting piece is hinged with a cutter base part openably and closably so as to pick out a toilet paper easily. SOLUTION: In order to open and close the cutter tip part 1 having the hook-like projecting piece 7, the cutter tip part 1 is hinged with the cutter base part 2. Thus, when lifting the cutter tip part 1, an outer peripheral part 4 having a projecting surface 6 is turned with pressure in a direction of pulling out the paper to have a function of floating the leading part of the paper which remains projecting like a hook in particular from a roll. In the case of cutting off the paper, the cutter tip part 1 is put down, so that the paper is twisted in an reverse direction by reverse rotation with the pressure of the projecting surface 6, and a hook-like tip part 9 is exfoliated from the roll.
