An air conditioning pre-filter is provided to remove effectively fine dust, by coating an outer surface of a non-woven fabric layer with a foam layer forming a three-dimensional net structure having fine pores, simplify a manufacturing process, and reduce a manufacturing cost. An air conditioning pre-filter comprises a non-woven fabric layer contacted with the air and a foam layer formed on an outer surface of the non-woven fabric layer. The non-woven fabric layer has a density distribution of which the lowest density is 50 g/m^2x1mmT, and the highest density is 200 g/m^2x1mmT. The density is gradually increased from a contact point between the non-woven fabric layer and the air in an exhausting direction of the air. The foam layer forms a three-dimensional net structure having pores of 10-15 um.
