A simultaneous insertion apparatus of steel pipes with a plurality of packers and grouting constructing method using the same are provided to maintain the injected pressure in the grouting steel pipe, and to infiltrate the grouting liquid in the ground by injecting concrete accelerant grouting composition in the packers. A simultaneous insertion apparatus(20) of steel pipes with a plurality of packers(24) includes an inner assembly(40), air discharge and injection checking pipes(26), and an interval maintaining material(22). The inner assembly is installed in grouting steel pipes(21) formed with packing expanding injection holes(27) and grouting liquid injection holes(23) with a predetermined gap. A plurality of partition members(42) and the grouting steel pipes are compressed. The air discharge and injection checking pipes are installed to the outside of the grouting steel pipes. The packers with sack shapes are mounted with a predetermined gap. The packer expanding injection holes are formed to the grouting steel pipes. The air discharge and injection checking pipes, the grouting steel pipes, and the packers are coupled by coupling devices(31). The interval maintaining material is installed to the outside of the grouting steel pipes.
