PROBLEM TO BE SOLVED: To detect a non-stationary image by detecting a non-stationary image, on the basis of position information on a screen and that obtained from local motion, and by using a feature quantity that includes time information. SOLUTION: The non-stationary image is detected from an image cut by using a means 101 for acquiring an image cut, comprising an image file and a list file; a means 102 for detecting a changing region for each frame, included in each image cut and considering the arrangement in the frame time direction included in one image cut as a feature vector, corresponding to one image cut; a means 103 for compressing the generated feature vector and the distribution, in a feature space of the feature vector by a first statistical processing means; a means 104 for inputting the compressed feature vector to a second statistical processing means and detecting the feature vector obtained, when an outlier is output as the non-stationary vector; and a means 105 for outputting the image cut, corresponding to the detected non-stationary vector, considered as a non-stationary image cut.
