A server, a system, and a method for creating and providing traffic information are provided to generate exact traffic information by producing a link traveling time and a link average speed using a vehicle recognition device. A server includes a network interface(210), a processor(220) and a storing unit(230). The network interface receives identification information of first and second vehicles(301,302) from first and second vehicle recognition devices(121,122) at specific positions of first and second links, respectively. The processor determines whether the first and second identification information are identical to each other, calculates one of an overall link traveling time and an overall link average speed when the first and second identification information are identical to each other, and transmits one of the overall link traveling time and the overall link average speed through the network interface. The storing unit stores the overall link traveling time and the overall link average speed. |
