PROBLEM TO BE SOLVED: To provide a device and a method for accurately and efficiently measuring the Stokes parameters of light modulated by a sample, and the ellipticity and the azimuth of the sample, as well as for measuring the optical characteristics. SOLUTION: A phase shifter, an analyzer, and a photodetector constituted, in the order of a quarter-wave plate, a half-wave plate, and a quarter-wave plate from the sample side are disposed on the optical path of the light modulated by the sample to be measured.
