PROBLEM TO BE SOLVED: To obtain a cosmetic base that is mixed with a hair cosmetic, provides the hair with gloss, moisture and softness and has improved combing property by heat treatment after application to the hair, has a high heat active effect and excellent storage stability and comprises a silylated hydrolyzed peptide and to provide a method for producing the same. SOLUTION: The cosmetic base is obtained by hydrolyzing a silane coupling agent represented by general formula (I) (R<SP>1</SP>, R<SP>2</SP>and R<SP>3</SP>are each a 1-3C alkoxy group or a 1-3C alkyl group and at least two of R<SP>1</SP>, R<SP>2</SP>and R<SP>3</SP>are 1-3C alkoxy groups) in an aqueous solution containing a 1-3C lower monohydric alcohol and then reacting the resulting substance with an amino group containing a side-chain amino group of a hydrolyzed peptide. The concentration of the 1-3C lower monohydric alcohol is preferably 2-20 mass% in the aqueous solution and the number-average molecular weight of the hydrolyzed peptide is preferably 200-3,000.
