PROBLEM TO BE SOLVED: To detect internal temperature rise in a camera, to change over cameral control to the preset camera control method according to temperature condition, and also to send a comment to a supervisor. SOLUTION: When a motor control command is received from a client (step S1), it is determined whether a temperature sensor 114 has a value equal to or larger than the constant threshold. If the value of the sensor 114 is larger than the threshold (step S2), a control right of the client is transferred (steps S3, S6) and thereby the client is shifted to the standby state (steps S4, S5) until an administrator enters the state for controlling the client.
