<P>PROBLEM TO BE SOLVED: To provide an insulating ceramic having high strength, excellent thermal shock resistance and excellent insulating property, a ceramic heater using the insulating ceramic, and to provide a heater integrated element such as an oxygen sensor incorporating the ceramic heater. <P>SOLUTION: The insulating ceramic contains 58.8-96 mass% crystal grain of Al<SB>2</SB>O<SB>3</SB>having 2.7-5.9 μm average particle diameter D<SB>AL</SB>and 3.8-40 mass% crystal grain of ZrO<SB>2</SB>having 0.25-0.48 μm average particle diameter D<SB>ZR</SB>. The ceramic heater 1 is formed by embedding a metallic heating element 3 into an insulating layer 2 comprising the insulating ceramic.
