PROBLEM TO BE SOLVED: To provide a master for magnetic transfer with which track density of a perpendicular recording medium can be increased while quality of a reproduced waveform of information recorded in the perpendicular recording medium is improved, and a method of manufacturing the perpendicular recording medium. SOLUTION: The master 1 for magnetic transfer is provided with: a substrate 2 having ruggedness corresponding to servo information on the surface and constituted of a soft magnetic material; and a ferromagnetic material 3 provided in the recessed part of the substrate 2, having a larger coercive force than that of an external magnetic field reversing a magnetization direction of the perpendicular recording medium, and having magnetization of a direction reverse to the direction of the external magnetic field.
