PROBLEM TO BE SOLVED: To attain reduction in a designer's burden and shortening of a design period. SOLUTION: In the power consumption calculation device 20, an input part 201 determines a clock cycle by receiving input of circuit information. A specification part 202 specifies an order circuit in an analysis object circuit. A determination part 203 determines a clock cycle by developing the order circuit to a combination circuit. The transition frequency of 2N clock cycle of gate output is then counted. An average transition frequency calculation part 204 calculates an average transition frequency. A predicted transition frequency calculation part 205 calculates a predicted transition frequency. A power consumption calculation part 206 calculates a maximum power consumption.
