PROBLEM TO BE SOLVED: To suppress the total quantity of probe information to be transmitted from a probe car to a control center without reducing accuracy of road traffic information to be generated based on the probe information. SOLUTION: A control center 7 side generates road traffic information for specifying a unit road section where traffic jam occurs by analyzing probe information uploaded from an on-vehicle terminal 1 of a plurality of probe cars, and transmits the road traffic information from a broadcasting station 9 by terrestrial digital broadcasting. A car navigation device 2 in the on-vehicle terminal 1 successively decides the traffic congestion circumstances about a plurality of unit road sections according to the traveling of its own vehicle, and only when there is a predetermined difference between the decision result and the traffic congestion circumstances about the unit road section indicated by the road traffic information received by a receiver 3, the car navigation device 2 uploads the probe information collected in the unit road section to a control center 7 by a communication terminal 4 of a traveling object.
