PROBLEM TO BE SOLVED: To provide a technology capable of solving the problem of leakage of personal information as a telephone number of a mobile phone. SOLUTION: A telephone number management section 111 searches a user corresponding to a telephone number revision condition at a point of present time on the basis of user information stored in a user information storage section 112, and issues a new telephone number when any relevant person exists. When the new telephone number is issued, an electronic mail control section 113 describes the issued new telephone number and an authentication period to electronic mail with a prescribed format and transmits the electronic mail to a mobile phone 103 as number revision mail.
