PROBLEM TO BE SOLVED: To provide an earthquake-isolating device which is easily installed, need not be positioned, reliably and sufficiently absorbs the vibration energy, and suppresses the occurrence of a sloshing, and also to provide a floating roof type tank having the same. SOLUTION: The earthquake-isolating device comprises: a plurality of spheres 12 which are arranged between the bottom plate 10a of a container and a flat ground or foundation 16 to movably support the container; a stopper 13 which extends from the ground or the foundation 16 in the vertical direction so as to surround the periphery of the container and is constructed on the ground or the foundation 16; and shock-absorbing materials 14 provided on the outer wall of the container and the stopper 13 in a facing manner to each other.
