An open water panel is provided to prevent soft cold/hot water pipes from being twisted with each other when the pipes are inserted into a rectangular double pipe. A water panel is buried into a wall, and has rectangular through holes formed along a circumference of the water panel and guide rails formed along peripheries of circumferences of the through holes. Cold/hot water dispenser pipes are arranged in the water panel. A case type movable guide member(20) is slide-coupled beneath the water panel. The movable guide member has a double pipe fixing member(25) where a rectangular double pipe(30) is fitted in correspondence to the through hole of the water panel. The movable guide member has a guide member body(21), and the double pipe fixing member is formed integrally with a lower portion of the guide member body. The double pipe clamping member has a circumference on which a groove(26) with a stopper hole(27) is formed such that the rectangular double pipe is fitted to the double pipe clamping member through a tension clip ring(28).
