<P>PROBLEM TO BE SOLVED: To provide a teleconference system which makes it possible to fully utilize the performance of a network which is a limited source. <P>SOLUTION: When A, B, C, and D are speaking, the upstream bit rates of A, B, C, and D are made the same. When only A is speaking, the upstream bit rate of only A is increased while those of the others are reduced. And, when only A and B are speaking, the upstream bit rates of only A and B are increased while those of the others are reduced.
