PROBLEM TO BE SOLVED: To suppress an inrush current, an overvoltage, or the oscillation of an output voltage at start-up. SOLUTION: As shown by a curve 172, a value of a slope compensation current I<SB>slope</SB>is controlled so as to take the maximum value before the soft start of the output voltage Vo shown by a dotted line 181 is started, to gradually drop during the soft start between the dotted lines 181 and 182, and to take the minimum value after the soft start shown by the dotted line 182 is finished, when the soft start of the output voltage Vo is carried out.
