PROBLEM TO BE SOLVED: To provide a baked flux for submerged arc welding to be used to form a build-up welding portion having satisfactory shock resistance by a few welding processes, and further to provide a method of build-up welding and a turbine rotor using the same baked flux. SOLUTION: The baked flux is obtained at least by baking mixed material, and contains 5 to 20 mass% of SiO<SB>2</SB>, 15 to 20 mass% of MgO, 20 to 30 mass% of Al<SB>2</SB>O<SB>3</SB>, 5 to 20 mass% of CaF<SB>2</SB>, 2 to 10 mass% of manganese oxide in terms of MnO, 4 to 10 mass% of MgCO<SB>3</SB>, 2 to 10 mass% of ZrO<SB>2</SB>, 2 to 10 mass% of K<SB>3</SB>AlF<SB>6</SB>, 15 or lower mass% of metallic powder, and 5 to 20 mass% of CaO. The mixed material contains 5 to 20 mass% of calcium oxide only to substantially serve as a compound as raw material of the CaO. Such flux is adopted in submerged arc welding.
