PROBLEM TO BE SOLVED: To use a relatively many kinds of portable terminals, AC adaptors, etc. as power supply sources, by protecting, for example, a battery of a portable terminal on supply side from discharging electricity too much, and preventing an adverse effect on the portable terminal on supply side, and improving their generality and versatility. SOLUTION: A controller 4a detects the residual capacity of the battery pack 19b of a portable telephone 1b, based on the input voltage measured with a voltage detector 23a, and in case that it is judged that there is residual capacity, it operates a step-up circuit 24a and a charging circuit 21a. The step-up circuit 24a boosts the inputted voltage into chargeable voltage, and supplies it to the charging circuit 21a.
