PROBLEM TO BE SOLVED: To provide an operation control device capable of certainly reflecting operating intention of an operator by the operator operating a required valve operating means by either one of left and right hands and operating an emergency pump driving indication means by the other hand. SOLUTION: This operation control device is constituted so that the required valve operation means 13 to 15, the emergency pump driving indication means 16 and an electricity control circuit 17 to receive a signal from a deadman switch 18 output valve change-over driving signals 10b to 12b under a condition that a change-over permission signal 18a from the deadman switch 18 in a state where an emergency pump driving indication signal 16a is not input from the emergency pump operation means 16 and output them regardless of whether the change-over permission signal 18a is input from the deadman switch 18 or not in a state where the emergency pump driving indication signal 16a is input from the emergency pump operation means 16.
