PROBLEM TO BE SOLVED: To provide a fixing device and an image forming apparatus, in which enve if a temperature sensor of a non-contact type is used, size and cost reductions are achieved, the gap of a thermister element is highly accurately set, and variations in the detection of the temperature of the fixing member are prevented. SOLUTION: The fixing device 19 fixes a toner image T to a recording medium P. The fixing device 19 includes: a fixing member 60 that melts the toner image T; a temperature sensor 80 having a thermister element 81 that detects the temperature of the fixing member 60 without being in contact with it; and a holding member 70 that holds the temperature sensor 80 and determines the gap G of the thermister element 81 relative to the fixing member 60. The temperature sensor 80 includes: a first part 84a1 held by the first holding part 70a of a holding member 70, and a second part 84c1 held by the second holding part 70b of the holding member 70.
