PROBLEM TO BE SOLVED: To provide a fluid filled vibration absorbing device having such novel construction that a sealed air chamber can be advantageously formed behind a flexible rubber film without giving ill effects to work for processes of filling liquid in a liquid filling region and of coating a bracket fitting. SOLUTION: An annular fixture 38 vulcanized and adhered to the outer periphery of the flexible rubber film 36 is protruded from one end of a second mounting member 16 and fixed thereto in this state, and a seal rubber layer 45 integrally formed with the flexible rubber film 36 is applied and formed onto this protruded tip portion. Furthermore, a cover plate member 62 is externally inserted across the seal rubber layer 45 and fixed with fluid tightness to form the sealed air chamber 65 between the flexible rubber film 36 and the cover plate member 62.
