PROBLEM TO BE SOLVED: To provide items suited for the feel (mood) of a user.

SOLUTION: A user data acquisition part 72 acquires the results of users' decisions on whether or not items are relevant to a predetermined mood. An irrelevance filter generation part 74 acquires from a feature quantity analysis part 73 feature quantities of the items that all the users have decided are irrelevant to the predetermined mood. The irrelevance filter generation part 74 analyzes the acquired feature quantities of the plurality of items to extract feature quantities of items irrelevant to the predetermined mood. An irrelevance filter generated by the irrelevance filter generation part 74 is used to decide whether or not the predetermined items are relevant to the predetermined mood. The technique can be applied, for example, to a server for recommending and providing items.
