PROBLEM TO BE SOLVED: To provide a solution-filling device capable of mass-producing capillaries filled with a solution. SOLUTION: The solution-filling device moves a capillary-holding part 2 so that the center line of the capillary 1 may coincide with the center line of an inserting pipe 3 by a holding part-moving structure 7, and inserts the inserting pipe 3 in the inside of the capillary 1 by an inserting pipe-lifting and lowering structure 5 so that the tip of the inserting pipe 3 may reach the vicinity of the tip of the capillary 1. When the tip of the inserting pipe 3 reaches the vicinity of the tip of the capillary 1, the solution-filling device releases the solution sucked from a liquid-controlling pump 6 to the inside of the capillary 1. Simultaneously, the solution-filling device reciprocally moves a holding part-moving structure 7 and an inserting pipe-lifting and lowering structure 5 as exemplified by figure 5.
