PROBLEM TO BE SOLVED: To automatically generate an identification information associated with a role and the like of a device controller.

SOLUTION: A plurality of devices x and y are connected to field busses FBx and FBy. An ID generation unit 10 in the device controller D communicating with the devices x and y performs software stack scan for identifying the type of the field buses FBx and FBy and performs communication based on the identified sub network type so as to identify the device feature. Then, topology information formed by the feature of field buses FBx and FBy and the feature of devices x and y are made a local identification information.
