PROBLEM TO BE SOLVED: To provide an insect pest control agent which acts on insect pests from their larval young periods in water to effectively control the insect pests living in the water in a small amount, and little has toxicity to fishes. SOLUTION: This insect pest control agent for controlling insect pests living in water is characterized by containing at least one selected from a mixture of an acid, a carbonate and sodium sulfate, and sodium peroxocarbonate, as a substance producing a gas in water, and further containing N-(2-chloro-3,5-bis-(trifluoromethyl)phenyl)-N'-(2,6-difluorobenzoyl)urea as an insect pest-controlling ingredient for controlling insect pests.
