PROBLEM TO BE SOLVED: To enable low-speed start-up of a motor by phase control. SOLUTION: A setting device is provided for setting starting torque at rotation start of the motor. A voltage subordinate to the starting torque is used as a voltage to be supplied to the motor for a predetermined start-up period, and then, a required rotation speed is switched to setting of low-speed rotation subordinate to the setting device to be set.
