PROBLEM TO BE SOLVED: To improve a technique forming a water sealing layer on a concave for waste disposal using a liquid water sealing resin without making labor and costs excess so as to enable a detection of a breakage of the water sealing layer formed by using the technique, using a breakage detection system. SOLUTION: Shotcrete is sprayed on the whole area of the concave 10 for waste disposal to be cured to form a concrete layer 20 ((b) in the figure). Next, a primer resin in which carbon powder is mixed in an epoxy resin is sprayed on the whole area of the concrete layer 20 to form an electrically conductive primer layer 30 ((c) in the figure). Then, the water sealing resin, a polyurea resin, is sprayed on the whole area of the primer layer 30 to form the water sealing layer 40 having water sealing properties ((d) in the figure).
