PROBLEM TO BE SOLVED: To provide a transparent electrode membrane having a high dielectric constant and a high transmission factor; and to provide an electronic apparatus using the transparent electrode membrane. SOLUTION: This transparent electrode membrane is made of an amorphous oxide containing indium, zinc and tin, and has a membrane thickness not greater than 25 nm. Alternatively, the transparent electrode membrane is made of an oxide containing indium and zinc, and having a membrane thickness not greater than 30 nm. Its refraction index is not smaller than 1.9 in a frequency range of 300-800 nm. When the refraction index is smaller than 1.9, its dielectric constant may not be set sufficiently high. The transparent electrode membrane can be suitably used for a liquid crystal display because it has, in particular, a high dielectric constant and a high transmission factor.
