<P>PROBLEM TO BE SOLVED: To develop a compact portable instrument and a method capable of measuring very quickly (about 15 seconds) a respiratory rate per minute and a pulse rate per minute, in a rescue emergency medical field and an disaster medical field. <P>SOLUTION: An interval time (t seconds) of a respiration or a pulse is measured by a stopwatch system, and a frequency per minute is calculated automatically pursuant to 60 seconds ÷ t seconds to be displayed immediately, in a digital timepiece. A plurality of consecutive intervals is further measured by successive button operations, and an accurate frequency per minute is calculated automatically based on an average value of a plurality of obtained data to be displayed immediately, in an additional function. In concretely saying, the consecutive respirations are observed 2-3 times, the button is operated conformed with the start of the respiration to measure the respiratory rate per minute in about 10 seconds, and the button is further operated synchronized with the pulse, while palpating the successive pulses 4-6 times, to measure the pulse rate per minute in about 5 seconds.
