PROBLEM TO BE SOLVED: To provide an apparatus for generating ozone water capable of enhancing ozone generation efficiency with lower electric power and easily, and a method for generating the ozone water. SOLUTION: The apparatus for generating the ozone water 100 comprises a catalyst electrode 2 constituted by attaching an anode electrode 22 to one face of a cation exchange membrane 21 under pressure, and a cathode electrode 23 to the other face under pressure, by applying a direct current electric voltage between the anode electrode 22 and the cathode electrode 23, and by bringing raw material water into contact with the anode electrode 22 thereby to generate the ozone water, wherein a Peltier thermoelectric element 3 is provided in contact with a contact face 23a with the cation exchange membrane 21 of the cathode electrode 23 and the opposite side face 23b, and heat to be generated during electrolysis is absorbed by the Peltier thermoelectric element 3.
