PROBLEM TO BE SOLVED: To provide a remote monitoring and control system, in which the capability of providing monitoring and control services for remote monitoring and a control apparatus, in response to a request from a client terminal on a network, can be imparted to a transmission unit. SOLUTION: A computer 10 for transmission processing comprises an interface module 15 which includes a communication port 13 for communicating with a host computer 3, stores information of various sources, including the content of services relating to supervisory/control of a facility load 5 available on the side of the host computer 3 in a storage section 12, and provides monitoring service to transfer data, indicating the state of the facility load 5 to the host computer 3, when monitoring or control due to access, in accordance with the specifications specified in interface definition is requested from the host computer 3, or provides a control service to generate control data for controlling the facility load 5 and send them out by a transmission signal.
