An apparatus and a method for forming patterns are provided to reduce the maintenance cost of a removing device and reduce tact time of a cleaning process for a printing plate by removing a residual material in a physical way. An apparatus for forming patterns includes a stage(210). A substrate(220) is loaded on the stage. A printing plate(230) is arranged on the stage. A printing apparatus(240) transfers a printing material patterned by patterns formed at the printing plate to the substrate. A removing device(250) removes a residual material remaining at the patterns of the printing plate by using a sticky film(256). The removing device includes a first roller(252) and a second roller(254) rotatively arranged in parallel, and the film wound between the first roller and the second roller.
